:: Information Asset Audit

Do you know what information assets you hold – and which must be compliant with existing legal requirements, such as INSPIRE? If not, undertake an assessment of your organisations' data holdings, prepare high-level metadata, assess the requirement for INSPIRE compliancy, and prioritise datasets to be brought into compliance. This process delivers value well beyond ensuring strict legal compliance, resulting in an Information Asset Register that can be shared on an intranet and which enhances internal communications and efficiencies, while supporting other statutory requirements, such as those under the Public Sector Information Re-Use Directive or Access to Environmental Information Directive.

:: Defining Specific Information Workflows

Many different information related workflows exist within any organisation. Identifying where, in these existing workflows, implementation of SDI / INSPIRE requirements may have an impact is a sensible step that can lead to identification of both additional costs – and areas for cost savings through slight adjustments to existing work practices.

:: Metadata Collation, Update, and Migration

Collate metadata, upgrade or update it in consultation with the data owners and users, and migrate to a software solution that serves out the metadata as a web service compliant with either your national standards or INSPIRE. Then you can meet the December 2010 deadline for creating INSPIRE Annex I and II theme metadata according to the existing EC Regulation.

:: Data Interoperability Services

For some organisations, data will need to be structured in a somewhat different manner to the way in which it is currently held. We can advise on the requirements for this data transformation step and advise you of the latest guidance from the European Commission in this regard.

:: Data Network / Web Services

Under INSPIRE’s 'network services' requirements, discovery and viewing web services that allow potential users to find and review your data must be operational by May 2011. These services must comply with performance and functionality standards set out in INSPIRE’s Network Services Regulations which came into force in November 2009, which incorporate ISO and Open Geospatial Consortium (OGC) standards, particularly for Catalog, Web Map and Web Feature Services.

:: Understanding Policy & Legal Issues

Does your organisation operate under formally stated data, information and services policies? Are you involved in any ‘cost recovery’ activities? What are the legal implications of making your information more widely available, i.e. outside your own internal use – regarding intellectual property rights (IPR), privacy considerations, and potential liability issues? A formal Information Policy Review addressing these issues need not be onerous, can be accomplished in a few days at most – and can provide valuable benefits in better understanding of what the SDI will require from you and how you can best meet those expectations without placing yourself at risk.
