The INSPIRE Directive – Infrastructure for Spatial Information in the European Community – is a legal Directive of the European Council and Parliament setting out the principles, goals and legal requirements for creating a harmonised pan-European SDI spanning all 27 EU Member States.
It introduces common standards for publishing metadata about geospatial data and services; provision of interoperable network services, data harmonisation, data access and sharing principles, and monitoring and reporting the effectiveness of SDI implementation at national and regional levels.The Directive came into force on 15 May 2007, to be enacted in Member State national legislation by 15 May 2009.

This paper describes how the Compass Services can provide a full compliance solution to meet the requirements of the European Union INSPIRE Directive and assist participation of your organisation in your National Spatial Data Infrastructure (NSDI) strategy that must support INSPIRE. The services are also applicable for organisations wishing to create individual SDI components for their own use, based on acknowledged ‘best practice’ in creating SDIs, e.g. conducting information audits, creating and published metadata, mounting effective Geoportals.
Why Compass Informatics?

- Advice on the Irish SDI Strategy document (2005),
- Best Practice research and recommendations for geoportal development for LGCSB (2005),
- Business Plan research and recommendations for the Irish Spatial Data Exchange (ISDE) (2008),
- Conducting INSPIRE Master Classes for Irish local and central government staff (2008-today),
- Upgrading the Irish Spatial Data Exchange (ISDE) portal and associated technology elements, tipped as the pilot Irish SDI national portal, to be INSPIRE compliant (2009-2010),
- Lead external consultants for the Turkish NSDI development Feasibility Study (2010).
Compass’ experience goes much further than advisory services, awareness building and INSPIRE implementation training. As operators of the National Biodiversity Data Centre, Ireland, and having been involved in many projects for central and local government dealing with environmental data and services, Compass are very much aware of the practical needs for increasing the ease of sharing harmonized geospatial data and services across Ireland and with neighbouring Northern Ireland.
